Our 2026 Plan
What we're here for
Each year the HVA board sets priorities across the neighborhood's biggest needs. Here's what we accomplished in 2025 and where we're focused in 2026 — so you know exactly what your Association is working toward.
2025 — what we did
- Identified the neighborhood's priority flooding areas and drafted a Flood & Resilience roadmap from the City Water Plan
- Flagged priority storm inlets to the City for pre-storm cleaning
- Helped secure funding for a permanent pump station at Bennett/Gadsden
- Advocated to put the Calhoun Street Corridor on the sales-tax project list
2026 — what's next
- Campaign for the Calhoun Corridor on the County Transportation Sales Tax referendum
- Push for faster, better City storm response
- Get the Ashley Street inlets repaired
- Use GIS data to pinpoint and justify Harleston Village's needs
- Monitor the Bennett/Gadsden pump station and urge completion of the Lockwood kneewall (2027)
2025 — what we did
- Built a database of all Harleston Village parks and ran a neighborhood parks survey
- Hosted two volunteering days with the Charleston Parks Conservancy
- Launched the first Jazz in the Park, raising $2,500 through local sponsors
2026 — what's next
- Host another neighborhood volunteering day
- Run a spring gardening education series
- Grow participation in Weeding Wednesdays at Colonial Lake
- Launch Spring Music in the Park, building on Jazz in the Park
2025 — what we did
- More than doubled membership
- Launched the Garden Party Series and a quarterly newsletter
- Started an Instagram page and reclaimed the neighborhood Facebook page
- Led charity drives for Memminger and the College of Charleston food pantry
2026 — what's next
- Keep growing membership, garden parties, and the quarterly newsletter
- Grow the Association's social-media presence
- Host a spring family-friendly movie night to welcome young families
- Refresh the website on a regular cadence
2025 — what we did
- Organized the committee and completed a neighborhood survey and issue-tracking system
- Built relationships with City and State officials
- Resolved many individual issues — sidewalks, streets, noise, trash, and more
- Formed an Area Steward Program with 10 stewards
2026 — what's next
- Map the City's parking regulations, identify neighborhood parking issues, and draft a policy for board adoption
- Keep resolving neighborhood issues as they arise
- Weigh in on two-way traffic proposals for Ashley, Rutledge, and Coming

- Provided neighborhood input on Board of Architectural Review and zoning cases
2026 — what's next
- Complete an update to the committee's policies and procedures
- Consistently post opinions and notices on the HVA website
- Proactively consider design standards for home raisings to protect the streetscape

Governance
2025 — what we did
- Launched the website, billing, and digital communications
- Adopted the Association's first budget and selected a new meeting venue
- Began pursuing 501(c)(4) nonprofit status
2026 — what's next
- Post all meeting minutes and keep the website current
- Publish the Flood & Resilience roadmap and resources online
- Run smooth elections with staggered terms for sustainable leadership
- Keep active committees with full rosters
